Public Lake Tournament

This summer I plan on skiing a couple of ski tournaments for the first time.  I also have an interest an putting together a tournament in the future.  Are most slalom tournaments held on private ski lakes?  Are there any on public lakes? 

On a public lake, has it every been closed for the day, to allow the slalom tournament to run?

if you want to make an official tourney,
i would talk to the people/group/ or community that are entitled to the lake and what goes on around it. (normally there's a website for the lake, where you can find out who to contact)  and then talk about your ideas for a tourney and really emphasize that it would be beneficial and bring in more people to use the lake, increase the economy's income etc, i'm sure u get what i mean basically how aweosme it would be!! and also contact AWSA http://www.usawaterski.org/ to make it official  (personally i haven't done any of this but its where i would start)

i don't imagine they would close a public lake for skiiing, probably close of a section of the lake or something....
